Opendap Virtualization (Aggregation) working group

Where exactly is this page with the "quorums" ?

I go to 

  http://docs.opendap.org/index.php/Working_Groups

but dont see anything else...

Or maybe I need to log in? But I cant seem to find the "Create Account" page.

Sorry, I seem to have missed the basics, but perhaps others are in the same boat ??
