Dapper in-situ conventions spec available

Hi, all.

Earlier this week I sent Joe a script to validate a given dataset against
the Dapper specification:

    http://pydap.googlecode.com/svn/trunk/misc/dappervalidator.py

I wrote the script to quickly check the dapper-compliant server I'm writing.
With the growing discussion I thought it would be useful for more people; my
plan is to keep the script updated as the specification evolves.
